Gary Jacobs, Senior Vice President, Corporate Development
Universal American Corporation

Gary Jacobs joined Universal American in 2000 when CHCS Services was acquired. In his current position Mr. Jacobs develops strategic relationships to advance the company's mission. On a day-to-day basis he is responsible for the company's government affairs and corporate development efforts. As President of CHCS Services, he has been instrumental in positioning the company as the leading Third Party Administrator focusing on senior market products.

Prior to founding CHCS Services, Mr. Jacobs was the executive director of Staff Builders Health Care Services, a Medicare- certified home health agency. Earlier, he was president of HMI, a national HMO management and consulting firm. Mr. Jacobs serves on the Board of the Coral Springs Museum of Art as well as on the Business Advisory Board of the National Hispanic Council on Aging. He holds a B. A. in political science from Boston University and a master's in public administration from American University.

Merrill Matthews Jr., Ph.D., Executive Director
Council for Affordable Health Insurance

Merrill Matthews, Ph.D., is the executive director of the Council for Affordable Health Insurance in Alexandria, Virginia, and a resident scholar with the Institute for Policy Innovation. He is a public policy analyst specializing in health care issues, and is the author of numerous studies in health policy and other public policy issues. He is past president of the Health Economics Roundtable for the National Association for Business Economics, the largest trade association of business economists.

He has worked in public policy at the federal and state levels since 1992. The Washington DC-magazine National Journal has recognized the Council for Affordable Health Insurance as one of the most effective health policy organizations in Washington.

Dr. Matthews served for 10 years as the medical ethicist for the University of Texas Southwestern Medical Center’s Institutional Review Board for Human Experimentation, and has contributed chapters to several books, including Physician Assisted Suicide: Expanding the Debate (Routledge, 1998) and The 21st Century Health Care Leader (Josey-Bass, 1998). He also serves on the Texas Advisory Committee of the U.S. Civil Rights Commission.

He has been published in numerous journals and newspapers, including the Wall Street Journal, Investor’s Business Daily, Barron’s, USA Today and the Washington Times, and cited many times in Forbes. He was an award-winning political analyst for the USA Radio Network. He currently appears in a one-minute commentary that runs daily on Sirius XM Satellite Radio.

Dr. Matthews received his Ph.D. in Humanities from the University of Texas at Dallas.

David F. Gencarelli

Government Relations

David F. Gencarelli is a native of Rhode Island, and a graduate of the University of Rhode Island and the University of Houston Law School. He served as legislative assistant to Senator Paula Hawkins of Florida, and was Director of Congressional Affairs at the U.S. Customs Service from 1985-1988. From 1988-1992, Mr. Gencarelli was Vice President and General Counsel to a national trade association.

Principal of the Gencarelli Group (www.gencarelligroup.com) since 1993, Mr. Gencarelli provides independent representation to firms and associations whose interests include life and health insurance, federal taxation, medicare reimbursement, and appropriations. In addition to other clients, he is currently providing legislative counsel to Guardian Life Insurance Company relative to life insurance regulatory activity.

Matt is currently the Executive Director in Product Management responsible for USAA’s Life and Health Alliances which include USAA’s proprietary Medicare Supplement product and the following products through strategic alliances: Medicare Advantage, Medicare Prescription Drug Program, Long-term Care insurance for individuals and businesses, Major Medical, and Survivorship Life insurance.

Matt began his USAA career in 1987 working in P&C Claims and Policy Service. He joined the USAA Life General Agency (LGA) in 1993 and held a variety of sales, analyst and management positions in support of the LGA. In 2006 he accepted a position in Product Management and in 2009 was promoted to Executive Director.

Matt has a BBA in Finance, holds the FINRA Series 7 license, is a licensed Life and Health Insurance Agent, and holds these professional designations; Fellow, Life Management Institute (FLMI); Associate in Customer Service (ACS); Health Insurance Associate (HIA). In addition to his membership in ICMG, he is a member of the American Association for Long-term Care Insurance, and the Association of Strategic Alliance Professionals.

Matt is married to his middle-school sweetheart, Jennifer, and has a son, Justin (23), daughter, Taylor (12), and son, Tanner (5); the best of the 80's, 90's and today! Matt and Jennifer are active in the Prader-Willi Syndrome Association.

Duane is currently General Manager of Insurance Intermediaries, Inc (III) and is responsible for all III operations. During his 10 year leadership, III has grown to over $550 million in premium, serving all Nationwide producers across the country.

Duane's Nationwide experience includes Corporate Research and Markets Development. He has held numerous marketing and transition management positions in Nationwide; including Nationwide General Insurance (franchise auto and home), Nationwide Financial (NEA-Valuebuilder Annuity Marketing), Colonial Insurance Company of California (non standard auto) transition, TIG – NICOA Transition Management, and Allied.

Duane is an Engineering Honors Student and holds a Master of Science Degree in Systems and Industrial Engineering from The Ohio State University. He is a CPCU, CLU and ChFC.
